The needs of the many, outweigh the needs of the few
According to today's Baltimore Sun, a secret anti-terrorism evacuation plan, codenamed The Genesis Project, that designates Frederick as an evacuation site in the case of an attack on Washington or Baltimore, will be discussed with Frederick's municpal leaders, but not the pubic at large. The plan would call for, among other things, the Frederick fairgrounds to be converted into a medical treatment and decontamination center.

Sheriff Hayseed justifies all the secrecy in the Post:

I know this post comes off as kinda glib, but the link to the Post article sheds a more disturbing light on this thing. Wouldn't an evacuation plan need to be well understood by those it is intending to evacuate for it to be successful? Surely one cannot rely on relaying information after the attack, since the chaos that would ensue would destroy any hope of people remaining calm and taking orders. I think what we have here is a local sherriff with delusions of gradeur (or at the least Ollie North). Secrecy is not only unwarranted in this case, but illogical and counterintuative to the aims of the plan. The more I think about this, the more outraged I become.
